The Kioto Protocol regulating harmful emissions ( CO2, CH4, N2O, HFC, PFC, CF6) into the atmosphere was signed by 84 countries in 1997. The Protocol was to come into life under the condition of its ratification by 55 most industrialized countries. Poland ratified the Protocol in December 2002 but the key factor was the ratification of the Kioto Protocol by Russia on 5th November 2004. According to the procedure the Protocol came into life on 16 February 2005.

The Protocol introduced a few mechanisms of harmful emissions reductions, such as Joint Implementation, Clean Development Mechanism, Emission Trading.

Because of ratification of the Kioto Protocol by Poland Polish electrical Plants are obliged to purchase energy produced by renewable sources, including wind energy.
